Can we create proxy solace in our local to store the messages/data?

I'm not sure I understand your question. Can you please explain what you're trying to do in more detail?
If you are trying to install a Solace Event Broker locally you can run one using broker as seen here: https://solace.com/products/event-broker/software/getting-started/
