How do I set the license on my VMR / PubSub+ software?

Trick question, a license is not needed on the VMR (ignoring new license to support 25 message VPNs)
The real issue was triggered by the following error response;

    krxprdsol01(configure/routing)# create cspf neighbor sydprdsol01   
    ERROR: multi-node-routing is not supported when the configured system   
    maximum for client connections is 100   
   Command Failed 

This issue is addressed by changing the scaling from 100 to 1000
